Maharashtra Government Drafts New EV Policy Targeting 30% Electric Vehicles by 2030, Details Inside

The Maharashtra Government has drafted a new EV policy, which will be focussing on 30% of all vehicles to be running by electric power till 2030. This policy is already implemented on 1 April 2025 and will be in effect till 31 March 2030.
The Maharashtra government is focussing on mainstream adoption of EVs in the state and has vision to make Maharashtra an EV hub in future. They are working on three important factors: Establishing a developed EV infrastructure, manufacturing of EVs, and offering financial schemes to boost EV adoption.
The ultimate goal of the new EV policy is to reduce 325 tonnes of PM 2.5 emissions and 1,000 tonnes of greenhouse gases generated from the transportation sector. This policy is made under Maharashtra’s Clean Mobility Transport Model.

Schemes For EV Buyers
- Purchase of Electric four-wheelers (For Transport Use): Various Incentives up to Rs 2 Lakh.
- Commercial Electric Buses: Schemes of up to Rs 20 Lakh.
Those who will benefit from this include:
- 1 Lakh Electric Two-Wheelers
- 25,000 Electric Four-Wheelers (For Transport Use)
- 1,500 EV Buses (Private)
All these EVs will also enjoy various amount of benefits as prescribed in the policy, these are:
BENEFITS
- As per the policy, those buying EVs will be exempted from paying any motor vehicles tax, thus making the EVs economical for the consumers.
- There will be no registration renewal fees for EVs registration which is a direct benefit to the EV consumers.
- There will be full toll exemption on the Atal Setu, Mumbai-Pune Expressway, and Samrudhi Mahamarg for the next 5 years.
Charging Infrastructure
The Government will be also developing the charging infrastructure to seamlessly integrate mainstream EV transition. They will be focussing on various strategies such as:
- Installing Charging Stations on every 25 Km at Highways.
- Mandatory Installation of EV chargers on all newly constructed residential buildings and apartments.
- There will be at least one charger in every government office parking spot.
- At least 50% of parking to be reserved for EV charging in the newly constructed commercial buildings.
- There will be at least 20% of the parking allotted for EV charging in old commercial buildings.
Policy Rules for Government
The new policy states that all new vehicles brought for the use of Government departments will be electric cars only. Therefore government EV cars will be allotted for the government use in metro cities like Mumbai, Pune, Nashik, Chatrapati Sambhajinagar, and Amravati, thus implementing half of the cars to be electric as per the policy rules.
The Maharashtra Government will be heavily investing in EV technology as well:
- The government will be investing worth Rs 15 Crore of amount for new battery technology, sustainable hydrogen, and seamless EV-to-grid integration networks.
- There will be an introduction of specific EV courses by the Maharashtra State Board of Technical Education to understand about the technicalities of EV cars and basic EV principles.
- There will be a formation of Automated Testing Stations which will lead in the development of EV safety and improving battery standards.
